NOTICE ON MANDATORY PRE-DEPARTURE COVID TESTING FOR NIGERIAN EVACUEES FROM TRNC

All intending Nigerian evacuees from TRNC who have paid for their tickets for the flight to Abuja on Sunday, July 5, are required to undergo the mandatory Pre-departure Covid-19 test. This is in line with the Pre-Departure Infection Prevention Control (IPC) put in place by the Presidential Task Force on Covid-19 in Nigeria.

Accordingly, Nigerians in TRNC are directed to immediately apply for the Covid-19 test at the Diagnostic Centre in Dr. Burhan Nalbantoglu State Hospital in Lefkosa. The cost of the test per person (non-Turkish Cypriot) is about TL.300 (or as otherwise determined by the facility). Test results and payment receipts for the test will be presented at the points of departure in TRNC and upon arrival in Abuja.

Kindly note that all procedures for payment of fees, samples collection, testing and any other matters incidental to the pre-departure Covid-19 testing are within the exclusive purview of the Ministry of Health, TRNC.

Therefore, all Nigerians are advised to comply with its requirements to ensure speedy completion of the process.

NOTICE TO NIGERIANS IN TRNC

The attention of the Embassy has been drawn to an anonymous SMS message circulating among Nigerians in TRNC, urging them to ask the Embassy to “grant approval” to a faceless “airline” for the purpose of evacuating them home.

 

For the avoidance of any doubt, the Embassy neither knows nor is associated with the said “airline”, group or individual(s) associated with, or acting on its behalf.  

 

Furthermore, Nigerians in TRNC are to note that the Embassy and the Presidential Committee on COVID-19 in Abuja are in the process of finalizing arrangements for an already designated airline to evacuate them on July 5th 2020. This arrangement will affect those who have registered with the Embassy following earlier notices on this website. 

 

Details about the officially designated airline and the mode of payment for tickets would be made available on or before Friday, June 26.

 

In view of the foregoing, any Nigerian who deals with persons purporting to arrange evacuation flight(s) for them out of TRNC, does so at their own risk.

ON ARRIVAL IN NIGERIA, THEY WILL BE ALLOWED TO GO HOME AFTER GOING THROUGH THE ROUTINE PORT HEALTH EVALUATION AND BE REQUIRED TO REPORT THE FOLLOWING DAY AT A DESIGNATED TESTING CENTRE FOR SAMPLE COLLECTION.

IN THE CONNECTION, THE FEDERAL GOVERNMENT WILL NO LONGER SUPPORT ANY ARRANGEMENT FOR HOTEL SERVICES OR SUPERVISED QUARANTINE FOR THE RETURNEES BEYOND ROUTINE PHONE MONITORING FOR THOSE THAT TESTED NEGATIVE FOR THE PERIOD OF 14 DAYS SELF-ISOLATION. FURTHER TO OUR EARLIER PUBLISHED NOTICE DATED MAY 13, ON THE REQUIREMENT FOR PAYMENT OF QUARANTINE / ISOLATION / ACCOMMODATION / CENTRE / HOTEL FEES BY ALL INTENDING NIGERIAN EVACUEES FROM TURKEY AND NORTHERN CYPRUS, THE EMBASSY WISHES TO INFORM NIGERIANS THAT THE FEDERAL GOVERNMENT HAS NOW CANCELLED THIS REQUIREMENT. CONSEQUENTLY, THERE SHALL BE NO NEED FOR ANY INTENDING EVACUEE TO PAY THE EARLIER ANNOUNCED FEE.

ADDITIONAL INFORMATION ON EVACUATION!!!

PRE-DEPARTURE INFECTION PREVENTION CONTROL (IPC) MEASURES SHALL BE IMPLEMENTED AS FOLLOWS:

a.       TEMPERATURE CHECKS USING HAND-HELD INFRARED THERMOMETERS RETURNEES WITH TEMPERATURE 38°C WILL NOT BE ALLOWED TO BOARD THE FLIGHT.

b.      VISUAL OBSERVATION OF THE PASSENGERS (PASSENGERS WITH SYMPTOMS SUGGESTIVE OF COVID-19, WILL NOT BE ALLOWED TO BOARD).

c.       PROVISION OF HAND SANITIZERS TO PASSENGERS FOR USE AT THE DOOR OF THE AIRCRAFT BEFORE BOARDING.

d.      ENSURE RETURNEES HAVE THEIR FACEMASKS ON BEFORE BOARDING.

THE RETURNEES/EVACUEES MUST BE IN RECOMMENDED APPAREL

  • APPAREL FOR FEMALES: LONG SLEEVE TOPS AND FULL-LENGTH TROUSERS OR ANKLE LENGTH SKIRTS
  • APPAREL FOR MALES: LONG SLEEVE SHIRTS AND FULL-LENGTH TROUSERS

IN-FLIGHT

RETURNEES MUST BE IN POSSESSION OF TRAVEL LIST REQUIREMENTS WHICH INCLUDE:

  • SURGICAL FACEMASKS (WHICH WILL BE WORN PRE-BOARDING AND THROUGHOUT THE FLIGHT)
  • HAND SANITIZERS (TO BE USED AT REGULAR INTERVALS DURING THE FLIGHT)

RETURNEES MUST ENSURE THAT THEY ADMINISTER HAND SANITIZERS AT REGULAR INTERVALS AND AT MEAL TIMES AND AT DISEMBARKATION.

RETURNEES MUST ENSURE THAT THEY KEEP THEIR FACEMASKS ON IN PLACE FOR THE DURATION OF THE FLIGHT EXCEPT DURING MEALS AFTER WHICH THEY MUST PUT THE FACEMASKS BACK ON.

RETURNEES ARE EXPECTED TO FILL THE SELF-REPORTING/ HEALTH ASSESSMENT FORMS (PRIMARY SCREENING/SELF-REPORTING FORM) WHILE ON BOARD.

ON ARRIVAL

INTERNATIONAL PASSPORTS WILL BE COLLECTED ON ARRIVAL FOR SPECIAL NIGERIA IMMIGRATION SERVICE CLEARANCE DURING THE PERIOD OF THE QUARANTINE AFTER WHICH THEY WILL BE REQUIRED BY NIGERIA IMMIGRATION SERVICE TO PRESENT THEMSELVES FOR MIDAS ACQUISITION AND NECESSARY CLEARANCE.

THE RETURNEES MUST ADHERE TO THE INSTRUCTIONS OF PORT HEALTH SERVICES (PHS) OFFICIALS TO ENSURE IMPLEMENTATION OF THE FULL IPC MEASURES AS CONTAINED IN THE PHS PROTOCOLS FOR ENTRY SCREENING AS THE PASSENGERS DISEMBARK.

RETURNEES ARE EXPECTED TO BE TRANSPORTED IN BUSES FROM THE TARMAC TO THE QUARANTINE FACILITIES.

RETURNEES ARE TO BE TESTED DURING THE PERIOD OF QUARANTINE AND ON THE 14TH DAY OF THE QUARANTINE.

A POSITIVE TEST WOULD NECESSITATE THEIR TRANSFER TO AN ISOLATION/TREATMENT FACILITY.

AT THE END OF THE QUARANTINE PERIOD COMMA EVACUEES CAN GO HOME BUT THEY WILL BE FOLLOWED UP BY THE SURVEILLANCE TEAM FOR ANOTHER SEVEN DAYS.

RETURNEES/PERSONS WHO EXIT QUARANTINE WOULD BE REQUIRED TO APPEAR BEFORE THE NIGERIA IMMIGRATION SERVICE AT THE RESPECTIVE     AIRPORTS  FOR MIDAS ACQUISITION NECESSARY CLEARANCE AND RETRIEVAL OF THEIR INTERNATIONAL PASSPORTS.

RETURNEES WILL BE RESPONSIBLE FOR THE COST OF LOGISTICS TO THEIR HOME STATES AFTER THE QUARANTINE PERIOD.

 

NOTE: TAKE OF WOULD BE NEXT WEEK, DATE WILL BE CONVEYED. INCASE OF ANY CHANGE OF DECISION, KINDLY INFORMED THE EMBASSY IN EARNEST.

INITIAL SET OF GUIDELINES FOR THE DEPARTURE OF NIGERIAN EVACUEES FROM TURKEY BECAUSE OF GLOBAL COVID-19 PANDEMIC!!!

The Embassy of Nigeria, Ankara wishes to inform all Nigerians in Turkey and Northern Cyprus who have indicated their interest in being evacuated home as follows:

  1. The Federal Government is in the process of finalizing adequate arrangements with local airlines in Nigeria for the evacuation of stranded Nigerians from different countries;
  2. The evacuation of Nigerians from different countries will be done in batches and the different batches with their dates will be communicated in due course;
  3. The Embassy will prioritize the list of Nigerians according to their immigration status including the need for consideration of those that are on a short-stay visit, with evidence of return a return ticket with other airlines and aged persons;
  4. Consequently, all intending Nigerian evacuees in Turkey and Northern Cyprus are hereby requested to forward a copy of their most recent visa or Turkish / Northern Cyprus Resident Permit Number to the Embassy email (embassynigeriaturkey@gmail.com) on or before Friday, April 24, 2020. This is required to obtain departure clearance from relevant host authorities.
  5. Nigerians who have indicated interest in being evacuated home are once again reminded that they will be responsible for the full payment of their one-way tickets to Abuja or Lagos and the cost will be communicated as soon as received from the airlines;
  6. Interested Nigerians are further informed that each traveller/evacuee will undergo fourteen (14) days mandatory quarantine upon arrival in Nigeria at a location to be provided by the Nigeria Centre for Disease Control (NCDC) either in Abuja or Lagos;
  7. Each traveller/evacuee is expected to pay for their quarantine/isolation/accommodation/Centre before their arrival in Nigeria;
  8. Every individual on the flight is expected to be tested for COVID-19 on arrival in Nigeria; and
  9. All travellers/evacuees are expected to be educated and adequately briefed on the need to observe appropriate universal health guidelines for good hygiene.

The Embassy will communicate further guidelines and the protocol for the movement and evacuation of Nigerians as soon as they are received from the NCDC.

CALL FOR CALM AMONG NIGERIANS LEAVING IN REPUBLIC OF TURKEY IN VIEW OF COVID-19 PANDEMIC

In view of the on-going Coronavirus pandemic which continues to afflict communities around the world, the Embassy of Nigeria is closely monitoring the wellbeing of Nigerians in Turkey.  In addition, host authorities have reassured the Embassy that while the pandemic lasts and beyond, every effort would be made to ensure that our citizens in the country remain safe and looked after.

 

2.     While the Federal Government has called on Nigerians willing to return home to indicate their interest through the Embassy, we wish to urge Nigerians to be calm. The plan to evacuate is not as a result of any foreseen or likely danger against Nigerians. Rather it is aimed at helping Nigerians stranded abroad, who have been caught in transit by border and flight restrictions imposed by most countries.

 

3.     Consequently, the Embassy is calling on Nigerians to stay at their homes and obey the laws of host country in control of the movement of people particularly at areas under total quarantine. The Embassy is also calling on Nigerians to keep constant contact with the Embassy and the Community members to know how each and every member is doing.

 

4.     Currently there is no known Nigerian affected by Covid-19 in Turkey and as earlier stated, the Embassy is constantly in contact with authorities in follow up of Nigerian citizens.

In view of the recent declaration of the Coronavirus (Covid-19) outbreak as a pandemic by the World Health Organisation, the Embassy is taking the following preventive measure with effect from 18th March 2020 to 20th April 2020. These are;

 

- Temporary suspension of Immigration Services, including capturing of data/enrolment of Nigerian citizens, issuance of produced passports and related services;

 

- Temporary suspension of visa services; and

 

-  Postponement/Rescheduling of non-essential meetings;

 

In addition, Nigerians in Turkey are advised to avoid non-essential social gatherings and travel within and outside Turkey.

 

As these measures are intended to prevent the spread of the Coronavirus disease, the Embassy would appreciate the cooperation of Nigerians and the general public, please.
